The months of Ashwin and kartik, Hindus observe a 10 day ceremony of fast, rituals, celebrations, fiests to honor the mother Goddess and triumph of Lord Rama over Demon Ravana. Dussehra also symbolizes the triumph of warrior Goddess Durga over the buffalo demon, Mahishasura. Thus, it is a celebration of victory of good over evil.




This celebration starts from Navratri and ends with the tenth day festival of “Dussehra”. Navratri and Dussehra is celebrated throughout the country at the same time, with varying rituals, but with great enthusiasm and energy as it marks the end of scorching summer and the start of winter season.


The tenth day after Navratri is called Dussehra, on which number of fairs are organized throughout the northern India, burning effigies of Ravana.It is also called “Vijayadashmi” as this day marks the victory of Lord Rama over Ravana. VijayaDashami is considered to be an auspicious day for the Indian householder, on which he worships, protects and preserves 'Shakti' (power). According to Scriptures, by worshipping the 'Shakti' on these nine-days the householders attain the threefold power i.e. physical, mental and spiritual, which helps him to progress in life without any difficulty.


The 'Ramlila' - an enactment of the life of Lord Rama, is held during the nine days preceding Dussehra. On the tenth day (Dussehra or Vijay Dasami), larger than life effigies of Ravana, his son and brother - Meghnadh and Kumbhakarna are set to fire.


The theatrical enactment of this dramatic encounter is held throughout the country in which every section of people participates enthusiastically.

In burning the effigies the people are asked to burn the evil within them, and thus follow the path of truth and goodness, bearing in mind the instance of Ravana, who despite all his might and majesty was destroyed for his evil ways.
Dussehra is also known as Vijaya Dasami, because of the victory of Ram over Ravana. On this day in Satya Yug, Ram (the eighth incarnation of Lord Vishnu), killed the great demon and king of Lanka, Ravana.



Puranas also opined that in this day warrior Goddess Durga defeated and killed the buffalo demon Mahishasura.
Dussehra is the last day of Navratri; it falls on the 10th day of the waxing moon during the Hindu month of Ashvin (around September or October).

Dussehra in 2009 is on Monday, the 28th of September.

In labour disputes, the aggrieved workmen/unions should be compulsorily heard by the courts, before any order is passed, as otherwise, it would be violation of the "principles of natural justice," the Supreme Court has ruled.


"Labour statutes are meant for the benefit of the workmen. Hence, ordinarily in all cases under labour statutes the workmen, or at least some of them in a representative capacity, or the trade-union representing the workmen concerned must be made a party," a bench of Justices Markandeya Katju and Asok Kumar Ganguly observed.

The apex court passed the ruling while directing the Employees State Insurance (ESI) Court in Travancore to implead (hear) certain workmen who had been refused medical insurance benefits by the Fertilizers Chemicals Travancore Ltd to decide the eligibility of the workmen under the scheme.

Subject:- Representation on mentioned of revision of restorable 1/3 commuted portion of pension consequent to 6th Pay Commission recommendations in respect of Govt. Servants who had drawn lump-sum payment on absorption in public sector undertaking/autonomous bodies - regarding.

This Department has been receiving representations on the above noted subject. In this regard, the undersigned is directed to state that the Government had issued instructions on restoration of 1/3rd commuted portion of pension on absorption in public sector undertaking/autonomous bodies implementing the Andhara Pradesh high court judgment dated 24.12.03 in Writ petition No. 8532 of 2003 followed by the Supreme Court judgment dated 29.11.08 in Civil appeal No.5269 of 2006 srising out of SLP Nos 21647 -648 of 2005 and the Supreme Court judgment dated 24.7.2007 in Review petition No.643 of 07 vide O.M.No.4/79/2006-P&PW(G) dated 6.9.2007 in consultation with Ministry of Law & Justice and Ministry of Finance (Deptt. of Expenditure). It was further clarified vide OM dated 13.5.08. In pursuance of Government's decision on the recommendations of Sixth Central Pay Commission, Instructions have been issued for revision of 1/3rd restorable pension of such absorbees vide Deptt. of Pension & Pensioners Welfare's OM of even No. dated 15th September 2008 followed by OM dated 27.5.2009.

2. The formula for arriving at 1/3rd restorable pension in the OM dated 15.9.2008 is on the same lines which the Hon'ble Court has prescribed in the above mentioned judgment as the revision of restorable pension of such absorbees is governed by the Hon'ble Court judgment mentioned above. It is pertinent to mention that pension is revised as per instructions for any other pensioners as it is not regulated by Hon'ble Court order. So far as instructions contained in O.M.dted 27.5.2009 are concerned this has been issued so as to protect this class of pensioners in case there is loss in 1/3rd restorable pension plus DA w.r.t.pre-revised 1/3rd restorable pension plus DP plus DR.

Subject:- Modified Assured Career Progression Scheme (MACP) for the Central Government Civilian Employees

In pursuance of the recommendations of Sixth Central Pay Commission (Para 6.1.15) of its report), Department of Personnel and Training vide their OM No.35034/3/2008-Esst.(D)dated 19.05.2009 has circulated the Modified Assured Career Progression Scheme (MACPS).A copy of the same may be downloaded from the DOPT site i.e. www.persmin.nic.in. The modalities for grant of financial up gradation as explained in the scheme annexed to the OM may be followed in toto. The details of the posts covered under Para 5 & 6.2 of the Scheme are given in Para 2nd and 3rd below.

2. In terms of para 5 of MACPS "Promotions earned/upgradations granted under the ACP Scheme in the past to those grades which now carry the same grade pay due to merger of pay scales/upgradations of posts recommended by the Sixth Pay Commission shall be ignored for the purpose of granting upgradations under Modified ACPS". The following categories of employees of Accounts Cadre are covered by this provision.

a) The pay scales of stenographers Grade II(Rs.5000-8000), stenographer Grade I(Rs.5500-9000) and Private Secretaries(Rs.6500-10500) have been merged as recommended by the Sixth CPC and they have been placed in grade pay of Rs.4200/- in Pay Band-2. Hence the promotion/financial upgradation granted to stenographers i.e. Stenographer Grade II to Grade I and from Grade I to PS prior to 01.01.2006 is to be ignored. After the implantation of MACPS, financial upgradations may be granted to them in the next higher Grade Pay of Rs.4600/- and Rs.4800/- as the case may be.

b) The pay scales of JAO (Rs.6500-10500) and AAO (Rs.7450-11500) have been merged and upgraded to Rs.7500-12000 as recommended by the Sixth Pay commission and they have been placed in grade pay of Rs.4800/- in Pay Band-2. Hence the promotion / financial upgradation granted to JAOs prior to 1.1.2006 is to be ignored. After the implantation of MACPS, 3rd financial upgradation may be granted to them in the next higher grade pay of Rs.5400/- on completion of 10 years service in the grade pay of Rs. 4800/- or on completion of 30 years of service, whichever is earlier.

3. As per Para 6.2 of MACPS "in cases where financial upgradations have been granted to the government servants in the higher scale in the Ministry of their cadre as per the provisions of ACP Scheme, 1999 but whereas as a result of the implementation of the Sixth CPC's recommendations, the next higher post in the hierarchy of the cadre has been upgraded by granting higher grade pay, the pay of such employees in the revised pay structure will be fixed with reference to the higher grade pay granted to the post." The senior Accountants who had already been granted 2nd financial upgradation in the next higher scale in the hierarchy in CCAS Cadre i.e.pay scale of Junior Accounts Officer as per the provisions of ACP Scheme of August 1999, are covered by this provision of the MACPS. They will be granted Grade Pay of Rs.4800/- in the Pay Band PB-2 consequent-upon upgradation of the post of JAO with effect from 01.01.2006.

4. It has been decided that financial upgradations under MACPS to Group 'D' re-designated as Group 'C', LDCs, Accountants, Senior Accountants, Stenographers, Staff Car Drivers and Data Entry Operators will be granted by respective CCAs/CAs. The Screening Committee will be constituted by the CCAs/CAs of the respective Ministries / Departments in accordance with Para 4 of DOPT Om dated 19.5.2009 for grant of financial upgaradation to their employees, In the case of grant of financial upgradation to JAO/AAO under MACPS, the eligibility for such upgradatrion will first be examined by the respective CCAs/CAs and thereafter the cases of eligible officers along with their CR dossier may be forwarded to this office by 22.6.2009 positively.

The Kendriya Vidyalaya Sangathan (KVS), following ministry of human resource development's (MHRD) approval, has decided to hike the fees in Kendriya Vidyalayas (KVs). The new fee structure will come into effect from October 1, 2009. While the hike would be effective across all classes, the maximum hike is for the science stream in Classes XI and XII, which would see a hike of around Rs 500. According to the KV website, the new tuition fee effective from next month for boys in class XI and XII science stream would be Rs 400, while humanities and commerce would be Rs 300. The fee for boys of Class IX and X would be Rs 200. According to sources in the HRD ministry, the fee hike has been approved following the implementation of the Sixth Pay Commission recommendations for Central government employees. As per the new pay structure, parent can seek reimbursement of Rs 1,000 per child upto a maximum of two children for their education. A senior official of HRD ministry said: "The hike has already been factored in the pay structure where Rs 1,000 for one child and Rs 2,000 for two children would be reimbursed subject to furnishing of the fee receipts. So, central government employees are not going to be adversely affected by the fee hike. Moreover, education for students from the below poverty line families and girl students is free and will remain so. The primary aim of the hike is for infrastructure development.''

"Id-Ul-Fitr marks the end of the period of fasting during the pious month of Ramzan. The festival commemorates austerity, brotherhood and the spirit of sharing. It reflects the true spirit of our composite culture," the Prime Minister said.

"May the festival strengthen our resolve to promote tolerance and peace and live in harmony," he added.

Id Ul Fitr is a festival that marks the end of the Ramzan period, and usually falls on a new moon night, in the month of April or May. Ramzan is the ninth month in the Muslim calendar. According to legend, the Holy Koran was revealed in this month. Ramzan is thus regarded as highly auspicious month and fasting and prayers mark it. Muslims keep a fast every day during Ramzan. The rituals associated with Id and Ramzan have remained unchanged for centuries. Muslims through out the world and in India observe fast throughout this month and eat and drink only in the night. All types of entertainments and ceremonies are shunned during this period as it is exclusively meant to dedicate oneself to Allah and show devotion by prayers at all the prescribed times, reciting Quran and celebrating nights with feasts and family get- together. Eid is the time for celebration and marks the happiness or festivity for the men and women who follow the doctrines of Islam. On the day of the festival Muslims gather in large groups at mosques, and offer their prayers or namaz. Id is one of the most important sacred festivals in the Muslim religion. Muslim people from all strata of the society dress up in new clothes to celebrate Id with great enthusiasm. Everybody greet each other on this day. Special dishes are prepared on this day to mark the festive occasion. Women prepare delicious sweetmeats at home, and vermicelli kheer (sweetened milk) is a popular dish
People also do a lot of charity on this auspicious day as a part of the festive rituals. Muslims in India give gifts in kind or cash to the needy and poor. The first Eid of the year is known as 'Eid-al-fitr' meaning 'breaking the fast'. The reason behind keeping fast during Ramadan refers to the legend of the Prophet Mohammed who left Mecca and undertook the journey to Medina in 622 AD, to join the other Muslims who had migrated to Medina to escape persecution in Mecca. During this period, he fasted for three days. Many years later, He was to receive a revelation from God, which stated that all followers of the Islam faith fasted for a certain number of days. According to Islamic belief fasting helps to develop self-control and a means of coming closer to Allah. It purifies one's soul. The festival is a day of joy and thanksgiving. The Muslims with great fanfare celebrate it. In India even Hindus also participate in the celebration.

Subject:- Payment of Dearness Allowance to Central Government employees - Revised Rates effective from 1.7.2009.

The undersigned is directed to refer to this Ministry's Office Memorandum No.1(6)/2009-E- (B) Dated 13th September,2009 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 22% to 27% with effect from 1st July, 2009.
2. The provisions contained in paras 3, 4 and 5 of this Ministry's O.M.No.1(6)/2009-E- (B) Dated 29th August,2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.
4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.

Subject:- Grant of Non-Productivity Linked Bonus (Ad-hoc bonus ) to Central Government Employees for the year 2008-2009.

The under signed is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc bonus ) equivalent to 30 days emoluments for the year 2008-2009 to the Central Government Employees in Group C and D and all non-gazetted employees in Group B, who are not covered by any Productivity Linked Bonus Scheme. The Calculation ceiling of Rs.3500/- remain unchanged. The payment will also be admissible to the Central Police and Para-military Personnel and Personnel of Armed Forces. The orders will be deemed to extended to the employees of Union Territory Administration which follow the other bonus or ex-gratia scheme.
2. The benefit will be admissible subject to the following terms and conditions:- (i) Only those employees who were in service on 31.3.2009 and have rendered at least six months of continuous service during the year 2008-2009 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months service (rounded off to the nearest number of months)
(ii)The quantum of Non-PLB (Ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling which ever is lower.To calculate Non-PLB(Ad-hoc bonus)for one day ,the average emoluments in a year will be divided by 30.4(average number of days in a month)This will there after be multiplied by the number of days bonus granted. To illustrate, taking the calculation ceiling of Rs. 3500/-(where actual average emoluments exceed Rs. 3500X30/30.4=Rs. 3453.95 (rounded off to Rs.3454/-)
(iii)The casual labour who have worked in offices following a 6 days week for at least 240 days for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week ) be eligible for this Non-PLB (Ad-hoc bonus) payment. The amount of Non-PLB (Ad-hoc bonus) payable will be Rs.1200x30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-) Incases where the actual emoluments fall below Rs.1200/-p.m.,the amount will be calculated on actual monthly emoluments.
(iv) All payments under these orders will be rounded off to the nearest rupee.
(v)The clarificatory orders issued vide this Ministry’s OM No.F.14(10)-ECooRD/88 dated 4.10.1988, as amended from time to time, would hold good.
3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.
4. The expenditure on account of Non-PLB (Ad-hoc bonus) is to be met from with in the sanctioned budget provision of concerned Ministries /Departments for the current year.
5.In so for as the persons serving in the Indian Audit and Accounts Department are concerned , these orders are issued in consultation with the Comptroller and Auditor General of India.

Shri Kapil Sibal chairs first meeting of Apex Committee of National Mission of Education through ICT

The first meeting of the National Apex Committee of the National Mission on Education through Information & Communication Technology [NMEICT] was held under the Chairmanship of Shri Kapil Sibal, Union Minister of Human Resource Development here today. Ms D. Purandeswari, Minister of State, Ministry of Human Resource Development was also present. Secretary, Department of Higher Education and Secretaries of various Departments, Directors of IITs, Directors of IIMs, Vice-Chancellors of Central Universities are on the National Apex Committee.
The main objective of the Mission is to use Information & Communication Technology [ICT] for providing access and quality higher education to student communities all over India. Under this Mission, 419 Universities, over 20000 Colleges including 2000 Polytechnics will be provided VPN broadband connectivity. The Mission would also provide high quality e-content, free of cost to all the learners in the country.
The twin objectives of high quality and inclusivity of users (teachers) and learners is sought to be achieved in the projects under this Mission by ensuring that the content and technology development takes place by the peer community of experts in the field from all over the country. An expert from lesser known Colleges / Institutions would also be invited to contribute his / her knowledge in the content generation activities through the Wiki. They would also get recognition and reward for their contribution when the content so developed passes through the needle's eye on quality and pedagogy parameters on its evaluation by highly renowned group of experts.
The connectivity structure in the NMEICT is complementary and supplementary to National Knowledge Network and is a model of synergy between the two networks.
Secretary [HE] briefed the gathering about achievements so far under the Mission. He mentioned that in 9 Project Approval Board (PAB) meetings, more than 40 Pilot projects costing nearly Rs. 450 crore have already been sanctioned to achieve the Mission Objectives. The demos displayed today are the outcomes of the sanctioned projects. Based on the rigorous evaluation of quality and other success parameters of these Pilot projects, main projects would be considered for sanctioning.
Nearly 15 live demonstrations were given illustrating virtual labs, virtual classrooms, vocational training through haptic device, education resources planning and learning management tools, National Project on Technology Enhanced Learning [NPTEL], low cost access device and hard ware and software tools to facilitate learners to explore educational options.
• Virtual Laboratories will facilitate lab experiments for colleges where expensive equipment cannot be bought. They would also remove the handicap of distance learning system where practicals used to be a casualty.
• Low cost access devices are being developed so that everybody could access the Internet and therefore, the content created under this Mission would be accessible to all.
• Haptic devices could be used for imparting skill building of learners by creating content for enhancement of vocational skills.
The Mission deliverables would act as an effort multiplier for enhancing access, equity and excellence in the higher education system and would strengthen both the On Demand Learning (ODL) and conventional methods of learning. They would help achieve the heightened levels of Gross Enrollment Ratio (GER) in Higher Education.
Projects envisaged will provide e-content in the field of science, social sciences, engineering and languages. It needs wide participation of experts to make contribution so as to achieve the objectives of the Mission. Sakshat website – www.sakshat.ac.in gives all the details and projects can be uploaded on the website for consideration by the experts. Video recordings of the live demonstrations would also be made available on Sakshat web portal shortly and that would give a glimpse of progress made so far and the direction of progress for achieving the Mission objectives.
The Ministry of Human Resource Development has invited all intellectuals to join this movement so that the country can realize the goal of having highly qualified and employable human resources and be a net contributor to the world of knowledge.

इंफ्लुएंजा ए (एच 1 एन 1) एक इंफ्लुएंजा वायरस है, जिससे लोगों में बीमारी और मौत हो सकती है। इसे पहले स्‍वाइन फ्लू के नाम से जाना जाता था। यह बीमारी अप्रैल 09 में मेक्सिको से शुरू हुई, तब से यह वायरस दुनिया भर के अनेक देशों में फैल गया है। प्रारंभिक प्रयोगशाला परीक्षणों से पता चलता है कि इस वायरस के कई जीन्‍स उत्तरी अमेरिका के सुअरों में पाए जाने वाले जीनों के समान है, इसी लिए इस रोग को मूलत: स्‍वाइन फ्लू कहा जाता था। आगे चल कर कुछ अन्‍य परीक्षणों से यह सिद्ध हुआ है कि इस वायरस में सुअरों के जीन के हिस्‍से होने के साथ कुछ पक्षियों और मानव फ्लू वायरस के समान जीन भी पाए जाते हैं। इस जानकारी के निर्णय से वैज्ञानिकों ने इसके पिछले नाम को हटाकर अब से ‘इंफ्लुएंजा ए (एच 1 एन 1)’ किया है। स्‍वाइन फ्लू - अधिक जानकारी। (बाहरी वेबसाइट जो एक नई विंडों में खुलती हैं)
इंफ्लुएंजा ए (एच 1 एन 1) के लक्षण
इंफ्लुएंजा ए (एच 1 एन 1) के लक्षण नियमित मौसमी फ्लू के लक्षणों के समान होते हैं। जिन लोगों को यह बीमारी होती है उन्‍हें बुखार, खांसी, गले में खराश, शरीर में दर्द, सिर में दर्द, कंपकंपी और थकान महसूस हो सकती है। कुछ रोगियों को दस्‍त और उल्‍टी आने की समस्‍या भी हो सकती है।
ऐसा माना जाता है कि फ्लू का वायरस उन छोटी छोटी बूंदों के जरिए एक व्‍यक्ति से दूसरे व्‍यक्ति में फैल सकता है जो संक्रमित व्‍यक्ति की नाक या मुंह से छींक या खांसी के दौरान बाहर आती हैं। इस रोग के साथ सुअरों का कोई लेना देना नहीं है। यदि सुअर के मांस से बने उत्‍पादों को अच्‍छी तरह पका कर खाया जाए तो सुअरों से डरने की कोई जरूरत नहीं है।
सामान्‍य सावधानियां
वायरस के संक्रमण से बचने के लिए ये कुछ सावधानियां हैं
  1. जब भी आप छींकें या खांसें तो मुंह और नाक पर टिश्‍यू रखें। इस टिश्‍यू को उपयोग के बाद फेंक दें।
  2. खांसने और छींकने के बाद अपने हाथ अच्‍छी तरह धो लें।
  3. अपनी आंखों, नाक और मुंह को छूने से बचें, क्‍योंकि किसी रास्‍ते कीटाणु फैलते हैं।
  4. सांस की बीमारी वाले रोगियों से दूर रहें।
  5. यदि किसी व्‍यक्ति को इंफ्लुएंजा के समान लक्षण दिखाई देते हैं तो उसे लोगों से संपर्क नहीं करना चाहिए और घर पर ही रहना चाहिए। जबकि, श्‍वसन तनाव के मामले में उसे देर किए बिना नजदीकी अस्‍पताल में जाना चाहिए।
  6. अपने स्‍वास्‍थ्‍य की देखभाल करें, अच्‍छी तरह नींद लें, नियमित रूप से व्‍यायाम करें, तनाव का प्रबंधन करें, ढेर सारे तरल पदार्थ लें और पोषक भोजन लें।
फ्लू की परिस्थितियों की रोकथाम
आयुर्वेद, योग और प्राकृतिक चिकित्‍सा, यूनानी, सिद्धा और होमियोपैथी विभाग (आयुष) (बाहरी वेबसाइट जो एक नई विंडों में खुलती हैं) देश के विभिन्‍न भागों में एच1एन1 वायरस के मामलों की बढ़ती संख्‍या को देखकर चिंतित है। इसका विचार है कि आयुर्वेद /यूनानी हस्‍तक्षेप फ्लू के समान परिस्थितियों से निपटने के लिए व्‍यक्ति की प्रतिरक्षा को सुधारने में इस्‍तेमाल किए जा सकते हैं। इन उपायों को सामान्‍य स्‍वस्‍थ व्‍यक्तियों के साथ उन व्‍यक्तियों द्वारा भी अपनाया जा सकता है जिन्‍हें हल्‍का जुकाम, खांसी और शरीर में दर्द की समस्‍या है।
आयुष विभाग द्वारा आयुष हस्‍तक्षेपों का सुझाव देने के लिए विशेषज्ञों का एक समूह गठित किया गया है जो फ्लू जैसे रोगों की रोकथाम / इलाज में सहायक हैं। आयुर्वेदिक विशेषज्ञों ने कुछ विशिष्‍ट उपाय अपनाने की सलाह दी है जैसे कि कफ पैदा करने वाले भोजन से परहेज जैसे दही, कोल्‍ड ड्रिंक, फलों के रस, आइसक्रीम, तथा ठण्‍डे पानी के स्‍थान पर गर्म पानी पीना और तुलसी, अदरक, काली मिर्च तथा गुडुची जैसी औषधियों से बने काढ़े का सुबह सेवन करना।
केन्‍द्रीय यूनानी चिकित्‍सा अनुसंधान परिषद (सीसीआरयूएम) (बाहरी वेबसाइट जो एक नई विंडों में खुलती हैं) ने यूनानी विशेषज्ञों के साथ विस्‍तार से परामर्श किया है और कुछ निवारणात्‍मक उपाय जैसे काढ़े, चाय, अर्क, विशिष्‍ट यौगिक सूत्रणों का उपयोग करने, विशेष प्रकार के ‘रोगन’ स्‍थानीय रूप से लगाने तथा हल्‍का भोजन एवं व्‍यक्तिगत स्‍वच्‍छता बनाए रखने की सलाह दी है।

जबकि उन मामलों में जहां लोगों को गंभीर लक्षण (श्रेणी ख और ग) (बाहरी वेबसाइट जो एक नई विंडों में खुलती हैं) विकसित हो जाते हैं, उन्‍हें सलाह दी जाती है कि वे इस प्रयोजन के लिए केन्‍द्र तथा राज्‍य सरकारों द्वारा स्‍थापित नामनिर्दिष्‍ट छानबीन केन्‍द्रों / अस्‍पतालों में जाएं। इस रोग के उपचार के लिए भारत में दवाएं उपलब्‍ध हैं। सरकार ने ना‍मनिर्दिष्‍ट अस्‍पतालों में अनिवार्य निविदाओं की पर्याप्‍त मात्रा का प्रापण और भंडार किया है। ना‍गरिकों को सलाह दी जाती है कि वे अपने आप दवाएं लेकर सेवन नहीं करें, क्‍योंकि इससे उनके शरीर की आंतरिक प्रतिरक्षा शक्ति में कमी आएगी।

The Cabinet today approved the Scheme of 1% interest subvention on housing loans up to Rs.10 lakh and the allocation of a sum of Rs.1000 crore for the Scheme.
Point-wide Details
• Interest subvention of 1 percent will be made available on individual housing loans upto Rs.10 lakh for construction / purchase of a new house or extension of an existing house provided the cost of the construction/price of the new house/extension does not exceed Rs. 20 lakh.
• The Scheme will be implemented through Scheduled Commercial Banks (SCBs) and Housing Finance Companies (HFCs) registered with the National Housing Bank (NHB).
• The first twelve instalments of all such loans sanctioned and disbursed during the period of twelve months from the date of publication of the scheme will be eligible for interest subvention.
• Subsidy of one percent will be computed for 12 months on disbursed amount and adjusted upfront in the principal outstanding irrespective of whether the loan is on fixed or floating rate basis.
• Reserve Bank of India (RBI) will be designated the nodal agency for SCBs and National Housing Bank (NHB) will be designated the nodal agency for HFCs.
Background
There has been a notable deceleration in the sectoral flow of credit to the housing sector which is attributable to increase in the price of houses, slackening of income growth and a rise in interest rates for housing loans.
The Finance Minister in his reply to the debate on the Finance Bill in the Lok Sabha on 27th July, 2009 made the announcement that housing, particularly lower and middle income housing, deserved to be supported. In order to stimulate this segment of house owners, he proposed to provide support to borrowers by way of interest subvention of 1% on all housing loans up to Rs.10 lakh to individuals, provided the cost of the house does not exceed Rs.20 lakh.
Implementation Strategy and targets
All Scheduled Commercial Banks (SCBs) and Housing Finance Companies (HFCs) will submit a monthly consolidated return to the Reserve Bank of India (RBI) and National Housing Bank (NHB) respectively, specifying interest subvention given.
The nodal agencies will put up a demand to the Government of India for release of subsidy amount and the Government of India in turn will sanction and release the subsidy amount based on demand received.
The number of beneficiaries covered under the scheme will depend, interalia, upon the size of the loan amount and the number of beneficiaries approaching the nodal agency for interest subvention. Being a demand driven scheme no specific targets for coverage of beneficiaries have been fixed.
Major Impact:
It is expected that cut in interest rates should reduce Equated Monthly Instalments (EMIs) of borrowers and create additional demand for housing. This in turn should stimulate demand in construction industry as well as industries such as steel & cement having employment potential and income multiplier effect.
Expenditure involved:
An amount of Rs.1000 crore will be allocated in the Budget for the year 2009-10 for implementation of the Scheme.
No. of beneficiaries:
On a housing loan of Rs.10 lakh, the 1% interest relief available wil amount to Rs.10,000/- per account. As such, the Scheme of a size of Rs.1000 crore is expected to cover 10 lakh beneficiaries in one year period.
States/Districts covered:
The scheme will cover all States & Union Territories of the country, including rural & urban areas.

Subject:-Introduction of New Pension Scheme for Members of the All India Service joining the All India Service on or after 1/1/2004.
Sir/Madam,
The undersigned is directed to say that the pension of the members of the All India Services appointed on or after 1.1.2004 is regulated by the new Defined Contribution Pension Scheme (known as the New Pension Scheme) notified by the Ministry of Finance (Department of Economic Affairs) vide their O.M. No. 5/7/2003- ECB 2 PR dated 22.12.2003. On introduction of the New Pension Scheme, the All India Service (Death Cum retirement Benefit) Rules, 1958 and the All India Service (Provident Fund) Rules, 1955 were amended on 7.02.2004 & 17th May 2004 respectively. Under the amended Rules, benefits of the old Defined Benefit Pension Scheme and of GPF are not available to the members of the service appointed on or after 1.1.2004.
2. The New Pension Scheme will work on a defined contribution basis and will have two tiers – Tier I and II. Contribution to Tier I will be mandatory for all members of All India Services joining the All India Service on or after 1/1/2004, whereas Tier II will be optional and at the discretion of members of All India Service.
3. In Tier I, members of All India Service will make a contribution of 10% of his/her basic pay plus DA, which will be deducted from his/her salary bill every month by the DTO/TO concerned. The Government will also make an equal matching contribution..
4. Tier I contributions (and the investment returns) will be kept in a non-withdrawable pension Tier I account. Tier II contributions will be kept in a separate account that will be available for withdrawal at the option of the member of the Service. Government will not make any contribution to Tier II account.
5. A member of the service can exit at or after the age of 60 years from the Tier I of the scheme. At exit, it would be mandatory for him/her to invest 40 percent of pension wealth to purchase an annuity (from an IRDA regulated Life Insurance Company), which will provide for pension for the lifetime of the employee and his dependent parents/spouse. In the case of members of the All India Service who leave the Scheme before attaining the age of 60, the mandatory annuitisation would be 80% of the pension wealth.
6. Recoveries towards Tier I contribution will start from the salary of the month following the month in which the member of the service has joined service. No recovery will be made for the month of joining.
7. As the existing provisions of Defined Benefit Pension and GPF would not be available to new members of All India Service joining All India Service on or after 1/1/2004, in case any GPF deduction has been made then it would have to be refunded to the concerned All India Service Officers.
8. Deduction towards Group Insurance will, however, continue to be made from the salary of new members of the All India Service joining the service on or after 1/1/2004.
9. The State Service officers appointed to the IAS/IPS/IFS by way of promotion/selection, who are already covered under the old pension scheme will continue to be governed by the old pension scheme.
10. The pension funds of members of the All India Service would be managed by pension fund managers nominated by the Pension Fund Regulatory Development Authority (PFRDA) and the records would be maintained by a Central Record Keeping Agency, the National Security Depository Limited (NSDL).
11. All State governments would be required to designate a State Nodal Officer (SNO) at the State capital for all NPS related activities. District Treasury Officer (DTO)/Treasury Officer (TO) would be entrusted the responsibility of deducting the amount of employee's subscription from the salary of the AIS subscriber and would forward the same to the State Nodal Officer.
12. The amount and contribution details from each of the TO would be consolidated for all subscribers by the designated State Nodal Officer at the State capital. The SNO would also compile and consolidate Employers contribution.
13. The designated officer in the State Nodal Office would prepare and upload the Subscriber Contribution file (SCF) on CRA system; transfer funds to the Trustee Bank and send information to Department of Personnel & Training for control purposes.
14. Immediately on joining the All India Service, each member of the service will be required to provide particulars such as his/her name, designation, scale of pay, date of birth, nominees (s) for the fund, relationship with the nominee etc. in the prescribed form (Annexure-I). The same procedure should be followed for all AIS officers appointed on or after 1.1.2004. Accordingly all AIS officers recruited on or after 1.1.2004 are advised to fill up the registration form at Annexure-I immediately.
15. The DTO would be responsible for getting the physical registration form filled by all AIS officers and would also fill up their own registration form (DDO registration form) and send it to the State Nodal Officer (SNO). The State Nodal Officer would act as the PAO in the NPSCAN. He would collate the physical registration forms and also fill up the registration form for the PAO and send all these filled forms to NDSL preferably within a month of issuance of these orders. NDSL would process the details and send all the kits to the SNO by the end of October 2009.
16. On receipt of the Permanent Registration Allotment Number (PRAN), the SNO would start the regular uploads and funds transfers. After this is done the legacy data would be send in one or maximum two tranche.
17. For the legacy data, the DDOs would then prepare the arrears-SCF for month wise contribution details and send the same to SNO who will upload the same to NPSCAN and transfer the funds.Accounting procedure for the above would be devised by the State Government in consultation with Accountant General.
18. Payment to Trustee bank: The salary bills and the bills for Government contribution will be passed by TOs after exercising the checks prescribed under financial rules and Treasury Manual. The amount of NPS subscriptions (member contribution) recovered from the salary bills will be shown under the “Recoveries” column of the salary bill and will be classified under the Head “8342-Other Deposits-00-117-Defined Contribution Pension Scheme” in the State Section of Accounts by opening suitable separate sub-heads thereunder for “01-Government Servants Contributions under Tier-1” and “02-Government‟s Contribution under Tier-II”. The amount of Government‟s Contribution shall be debited to “2071-Pension Scheme -01-Civil-117-Contribution for Defined Contribution Pension Scheme-01 –Government Contribution– 00.04-Pensionary Charges” in the Consolidated Fund of the State Government.
19. After the bills are passed, the SNOs will upload the data relating to contributions (both of members of service‟s and Government‟s contributions) into NPSCAN of NDSL and also tally the figures uploaded with that booked. Further, all the accumulated balances under the DCPS would be transferred to the Trustee bank i.e. the Bank of India.
20. After uploading is completed, SNO will get Transaction ID and draw the total amount by minus crediting the head mentioned above either by cheque in favour of the Trustee Bank or remit the amount through RTGS/NEFT. SNO will also ensure the amount of contributions booked is duly tallied with the Subscriber's Contribution File (SCF) being uploaded in the NPSCAN and the same amount is drawn in the Cheque and passed on to the Trustee Bank.
21. The SNO/TO would have to maintain the Alphabetical Index Register in Annexure V wherein they would have to indicate the PRAN numbers allotted to each of the subscriber; the particulars of remittances of contributions to the Trustee bank in the Proforma prescribed vide Annexure VI; and the individual-wise account indicating the amounts of contributions paid to the Trustee Bank and the details of remittance.(vide Annexure VII).
22. In order to enable NSDL to carry out reconciliation and credit the amounts against the individuals‟ accounts, Treasury Officers/ SNOs will have to ensure that their TO Registration numbers / SNO Registration numbers respectively and the month to which the contributions pertain /Transaction ID in NPSCAN are mentioned in the NEFT / RTGS application form (in the 'Remarks' column) to be submitted to their banker. Where payments are made through cheques in favour of the Trustee Bank, these particulars would have to be furnished on the reverse of the cheque as well as in the forwarding letter. The time schedule prescribed will have to be strictly adhered to by SNOs, TOs and DDOs.
23. The SNO along with the State Government would have to ensure that arrears of contributions both of Government and Subscribers, are recovered and transferred to the trustee bank within a definite time span. If the contributions have been recovered but kept elsewhere, then also they must be transferred immediately to the Trustee Bank.
24. If the State Governments decide to recover the contributions in instalments, it may be ensured that the instalments of Government contributions drawn and transferred to the fund do not exceed the individual's contributions.
25. In the case of post 01.01.2004 entrants into the service, whose contributions to NPS are yet to be deducted, the State Government may consider deducting their contribution (arrears from 01.01.2004 or from their date of entry into service) from the second instalment of arrears of revision of pay due on account of the 6th Pay Commission recommendations. Further the pay arrears may be released only after individual application forms for registration to the New Pension Scheme have been obtained by the DDO/SNO from the concerned member of the service.
26. Whenever any member of the service is transferred from one office to another or goes on Central deputation etc, the TO will indicate in the Last Pay Certificate of the member of the service, the PRAN in respect of that individual and the month up to which his contributions have been recovered/ drawn.
27.Accountant Generals/Finance Departments of all State Governments are requested to bring these instructions to the notice of their TOs\DDOs\ SNOs for strictcompliance.

FLORAL TRIBUTES TO LATE SHRI KISHORE MAYEKAR (STAFF DRIVER-AEES) WHO LEFT US FOR THE HEAVENLY ABODE ON THE MORNING OF 04/09/2009 DURING SLEEP.
KISHORE WAS A LOVELY GUY. HE WAS A FRIENDLY PERSON, FULL OF LIFE.
PRESIDENT ACTSWA GRIEVED FOR HIS PREMATURE DEATH AND SAID," I AM STILL TRYING TO COME TO THE TERMS THAT SHRI KISHORE IS NOT WITH US ANY MORE. HIS DEATH IS NOT ONLY A HUGE LOSS TO HIS FAMILY BUT IT IS A LOSS FOR THE ENTIRE ACTSWA FAMILY."
GENERAL SECRETARY (ACTSWA) SAID IN HIS CONDOLENCE MESSAGE," I HAD MET HIM ON A NUMBER OF OCCASSIONS AND WAS VERY IMPRESSED WITH HIS WORKING STYLE. HIS CONTRIBUTIONS IN THE FORMATION OF A UNIFIED LABOUR MOVEMENT CANNOT BE UNDERESTIMATED."
His funeral procession was attended by all the dignitaries of AEES ( Past & Present) including Rivered Shri S P Garg ( Former Chairman, AEES), the Present Chairman, Secretary & CAO of AEES. Also present were an ocean of Kishore's friend including those in AEES family who were grieved by the sudden news of Kishore's demise.
