OFFICE MEMORANDUM

Subject:- Implementation of New Pension Scheme - Release of 2nd installment of arrears of 6th CPC recommendations to the post 1/1/2004 entrants.

Reference is invited to this Department's Office Memorandum of even number dated 17th August, 2009 wherein it was stipulated that the 2nd installment in respect of post 1/1/2004 entrants will be subject to the filling up of Physical Registration Form by the individual NPS Subscriber.

2. The OM dated 17/8/2009 was issued to ensure that subscribers fill in the Physical Registration Form so that the basic data viz. name, age, date of birth, address, etc. are updated in the PRAN account maintained by NSDL so that their PRAN Account gets activated. It is presumed that Physical Registration Form would have been filled up by now.

3. The 2nd installment of arrears on account of implementation of revised pay scales on the recommendations of the Sixth Central Pay Commission may be released to all the post 1/1/2004 entrants straightway.

4. In case there are any stray cases where data required by NSDL still remains to be obtained, it may be ensured that this may be sent ot NSDL by 30th November, 2009.

From Thursday there will be no more unlimited free cash withdrawals from ATMs of other banks. Now one can only avail of five free cash withdrawals in a month using third-party ATMs.

Each additional transaction will cost Rs 20 while the maximum cash withdrawal from a third-party ATM will be limited to Rs 10,000 per transaction.

Moreover only savings account holders will be able to use ATMs of other banks and current account holders won't have any access.

The Reserve Bank of India (RBI) had earlier agreed to the demands made by Indian Banks' Association (IBA) that there should be a restriction on cash withdrawals using third-party ATMs.

IBA had submitted its recommendations to the RBI in July citing financial burden on banks due to a large number of third party usage and small-ticket withdrawals, resulting in high interchange expenses for banks.

The short-lived freedom of using ATMs of other banks, for services like cash withdrawals and account enquiries, without being charged for the same, was brought in force by the RBI on April 1, just over six months back.

Grading system in exams criticised by educationists

Presiding over a symposium organised by Educational Forum, educationist and author, Prem Shankar Khare criticised the policy decision of Central Board of Secondary Education(CBSE) and National Council of Educational Research and Training(NCERT) of introducing grading system in examinations and making the high school board examination optional.

He urged the UP Board authorities not to follow the measures suggested by CBSE and refuted the arguments that these changes would check the suicidal cases among students on failing or getting less then expected marks in examination.

Prominent Urdu writer Dr F K Siddiqui said, "Teachers are now being paid handsome salaries by the government and now it is their turn to repay their debts to the society by providing quality education."

Kusum Lata Khare said that teachers are certainly at the centre of all educational reforms but the government and state leaders are more worried about their political games and popularity.
