payment of ex-gratia lump sum compensation to families of central Govt. employees - modification - regarding

Department’s Office Memorandum No: 45/07/2008-P&PW (F) dated 16th March, 2009, provided that ex-gratia lump sum compensation to the families of deceased Government servants including from sundry Government sources, such as the Prime Minister’s Relief Fund, Chief Minister’s Relief Fund, etc. should not exceed the aggregate of Rs. 20 lakhs in each individual case.

However, Government has now relaxed this condition and it has now been decided that there will be no ceiling for grant of ex-gratia lump sum compensation.

The delay for confirming the date of Convention was due to delay in finalizing the Hall. It is now confirmed that the CONVENTION shall be held on 31st July 2010 at Mumbai. On 29th July 2010 there will be category wise meeting as given below: At 10.30 am: meetings of Technical Staff and Auxiliary Staff. Meetings of Technical & Auxiliary Staff shall be held separate At 2.00 pm: Meetings of Scientific Assistants and Administrative, Accounts & DPS Staff. Meeting of Scientific Assistants and Administrative staff shall be held separate. All affiliates are requested to send representatives of these categories of employees to attend category wise meeting, so that effective discussion on issues pertaining to those categories can held and can evolve solutions to the problems. Thus the programmes shall be as follows: 29.07.2010: Category wise meeting. In this meeting office bearers of the association along with representatives from that particular category can attend 30.07.2010: NFAEE Working Committee meeting. Secretariat Members of NFAEE President, General Secretary and the DC Members consists the Working Committee. In case the President or General Secretary not attend in the Working Committee meeting other office e bearers of the aaosciation authorized by the Executive committee of the association concerned can attend as invitee in the meeting.  The agenda item for working committee is already circulated 31.07.2010: All India Convention of DAE Employees. In the convention Secretariat Members & Working Committee members of NFAEE and other office bearers and the selected representatives from affiliated unions and association can attend in the convention All are requested to send the details of the participation in the above mentioned programme immediately to the Head Quarters. Information regarding PRIS: Daily enquiry though phones as well as mails are getting at the Head quarters and also it is understood series of rumors are spreading by various agencies. It is reliably learnt that the AEC meeting has been scheduled to be held in the last week of July 2010 and the subject PRIS is like to be one of the agenda for discussion in the AEC Meeting. Information And Communication Technology In Schools (ICT @ Schools)

The Centrally Sponsored Scheme “Information and Communication Technology [ICT] in School” was launched in December 2004, to provide opportunities to secondary stage students to develop ICT skills and also for ICT aided learning process.  The Scheme is a major catalyst to bridge the digital divide amongst students of various socio economic and other geographical barriers. The Scheme provides support to States/UTs to establish computer labs on a sustainable basis. It also aims to set up SMART schools in Kendriya Vidyalayas and Navodaya Vidyalayas  to act as “Technology Demonstrators” and to lead in propagating ICT skills among students of neighborhood schools.

The Scheme currently is being implemented in both Government and Government aided secondary and higher Schools. Support is provided for procurement of computers and peripherals, educational software, training of teachers and internet connectivity etc. 

The financial assistance is given to States and other institutions on the basis of the approvals accorded by Project Monitoring and Evaluation Group (PM&EG) headed by Secretary of the Department of School Education and Literacy.

National Foundation for Teachers Welfare

National Foundation for Teachers' Welfare (NFTW) was set up in 1962 under the Charitable Endowments Act, 1890. The main objective of the Foundation is to provide financial assistance to teachers who may be in indigent circumstances. The Corpus Fund of the Foundation consists of an initial contribution of Rs.1,00,000/- by the Central Government and subsequent annual contributions received from the member States/Union Territories. In addition, all the State Working Committees transfer to the Foundation 10% of the collections made on the occasion of Teachers' Day every year. At present, the Corpus Fund stands at Rs.69 crores.

The following schemes for the welfare of teachers all over India are being operated by the Foundation:

• Financial Assistance for Construction of Shikshak Sadans.
• Paid Holiday to Eminent Teachers who have rendered Meritorious Services.
• Support for Professional Education of Children of School Teachers.
• Financial Assistance (Medical) to Teachers Suffering from Serious Ailments.
• Subsidy to Teachers for Academic Activity.

Under the above Schemes, an amount of Rs.2.85 crores has been disbursed to the teachers through the States/UTs during 2005-06. The Foundation also organises a fund collection drive on the occasion of Teachers' Day on 5th September each year on all India basis.

KVS seeks damages worth Rs 3.25 lakh for not repyling to RTI

New Delhi, Dec 25 (UNI) All India Kendriya Vidyalya teachers Association (AIKVTA) has approached the Central Information Commission's (CIC) Public Information officer to charge a penalty of Rs 25 lakh from the officers of Kendriya Vidyalya Sangathan (KVS) for not replying to their questions well in time.

Mr M L Kajodia,Assistant Information Officer of Kendriya Vidyalya Teachers Association (AIKVTA) said though the KVS replied to them after 10 months, the reply was too vague and not satisfactory.

Most of the information sought were replied as - 'File not traceable','Concerned officer not available' and so on....The manner in which the replies were sent were as good as not giving any information, Mr Kajodia said.

He said the court had earlier on July 3, 2004 said that the school should give assistance to the teacher's association but they were not getting any cooperation from KVS. Facilities in terms of office and others were wthdrawn and the teachers were victimised by filing false complaints against them.

The teachers association had sought as many as 12 kinds of information from KVS under section 7 (1) of the RTI act pertaining to the general body meetings and other administrative queries but the school authorities failed to reply wuthin the given time frame.

Later after 10 months the authorities said they have no reply.

The Association said that the school authorities are functioning in an autocratic manner whereby the teachers are being exploited and their Rights violated.

Urging the Central Information Commission (CIC) to take action against the erring officers of KVS, the Association has also demanded Rs 3.25 lakhs as penalty to KVS.

EWTIREMENT BENEFITS TO UNAUTHORISED ABSENTEES & UNDER SUSPENSION AS ON 01/01/2006

Department of pension and pensioner’s welfare has issued OM for regularizing the pension and other retirement benefits of employees who were on extraordinary leave, unauthorized absence or suspension as on 1.1.2006 and retired or died thereafter without joining duty.

It is observed by government that in accordance with Rule 33 of the CCS (Pension) Rules, for calculation of pension the emoluments which the employee drew immediately before proceeding on such leave or being placed under suspension shall be the emoluments.

It was also clarified by government that for the purpose of gratuity the emoluments shall also include DA admissible on the date of retirement/death of the government servant.

Further, detailed clarifications have been issued for three categories in this issue viz.,government servant who was on extraordinary leave or absence, the period whereof does not count as qualifying service, government servant who was on extraordinary leave, the period whereof count as qualifying service and government servant who was under suspension as on 1.1.2006 and retired thereafter without joining duty.
