PROCEDURES TO BE FOLLOWED FOR APAR

DOPT has formulated procedures for timely preparation and maintenance of Annual performance appraisal Report, the new apprising method introduced this year in the place of ACR for reporting the qualities of government employees. APAR system is already in practice for IAS and All India Service Officers.

New APAR will have following assessment system as prescribed by DOPT.

  • A box is to be included in the APAR for reflecting by the reporting officer the pen picture of the officer reported upon where the reporting officer will be required to indicate his comments on the overall qualities of the officer including areas of strengths and lesser strength and his attitude towards the weaker sections. A column will also be added in the section relating to the reviewing authority for giving the reviewing authority’s remarks on the pen picture reflected by the reporting officer. There will be no other separate column in the APAR for overall assessment apart from the pen picture.
  • A provision is to be made in the APAR in the relevant section for remarks by the reviewingofficer to indicate specifically the differences, if any, with the assessment made by thereporting officer, and the reasons therefor.
  • Numerical grading are to be awarded by reporting and reviewing authorities for the quality of work output, personal attributes and functional competence of the officer reported upon. These should be on a scale of 1-10, where 1 refers to the lowest grade and 10 to the highest. The guidelines given in Annexure-I of O.M dated 23.07.2009, shall be kept in mind while awarding numerical grading.
  • The format for the purpose of numerical grading in the three areas of work output, assessment of personal attributes and assessment of functional competency is in Annexure-II. The overall grade on a score of 1-10 will be based on 40% weightage on assessment of work output, and 30% each for assessment of personal attributes and functional competency. The overall grading will be based on addition of the mean value of each group of indicators in proportion to weightage assigned.
  • Wherever ‘accepting authority’ has been prescribed in the existing system in the cadre, columns may also be provided for such authority to give his comments on the remarks of thereporting/reviewing authority and details of difference of opinion, if any, with reasons for the same. In such cases, the accepting authority will also give overall grade on a score of 1-10.

A schedule for completion of all activities relating to the APAR is given in Annexure-III of OM dated 23.7.09.

The Indian Government has been amongst the frontrunners when it comes to initiatives towards adoption of best practices and integrated delivery of information and services to achieve ICT led development in the country. In order to promote more and more innovative e-governance initiatives and to give due recognition to the exemplary efforts in this direction, the Web Ratna Awards have been instituted under the ambit of the National Portal of India, http://www.india.gov.in.

The awards are aimed at not only recognising the noteworthy and sustainable initiatives in the realm of e-governance, but are also meant to disseminate information about such initiatives for others to customise and replicate the successful solutions.

The first ever Web Ratna Awards were presented at a ceremony at the Vigyan Bhawan in New Delhi on the 19th of April, 2010. Shri A. Raja, Hon'ble Minister of Communications & Information Technology, gave away the Awards in the presence of Shri Sachin Pilot, Hon'ble Minister of State for Communications & Information Technology.

RECRUITMENT RULES FOR GROUP C, PAY BAND-1

Sixth Pay Commission recommended that all Group ‘D’ posts will stand upgraded to Group ‘C’, Pay Band-I with Grade Pay of Rs.1800, along with the incumbents (after suitable training, wherever required).
Now, Model Recruitment Rules (Annex-I) have been framed for this cadre. Based on this model all the departments have been requested to amend the Recruitment Rules.
It has been suggested that the designation for this cadre may be declared as Multitasking Staff.
Their duties would broadly include:
  • Physical Maintenance of records of the Section.
  • General cleanliness & upkeep of the Section
  • Carrying of files & other papers within the building.
  • Photocopying, sending of FAX etc.
  • Other non-clerical work in the Section.
  • Assisting in routine office work like diary, despatch etc., including on computer
  • Delivering of dak (outside the building).
  • Watch & ward duties.
  • Opening & closing of rooms.
  • Cleaning of rooms.
  • Dusting of furniture etc.
  • Cleaning of building, fixtures etc
  • Work related to his ITI qualifications, if it exists.
  • Driving of vehicles, if in possession of valid driving licence.
  • Upkeep of parks, lawns, potted plants etc.
  • Any other work assigned by the superior authority.

Govt has formed a Joint Committee to examine the Anomalies pertaining to the Modified Assured Career Progression Scheme.
This is in line with the discussions during the second meeting of the National Anomaly Committee held on 27th March 2010
Government has also announced the conistuent members of of this committee.
Official side consists of following Members.

  2. Joint Secretary (Pers), Deptt. Of Expenditure.
  3. Director (E-I), DoPT.
  4. Director1 DS(JCA), DoPT – Member Secy.
Staff side consists of following members

  4. Shri Umraomal Purohit
The Joint Committee shall examine all the anomalies pertaining to MACPS forwarded by the Secretary, Staff Side and submit its report to the Chairman of the National Anomaly Committee.
